VILLAGE OF OCEAN BEACH ENVIRONMENTAL COMMISSION

Meeting Minutes

Sunday July 19, 2009 at 1:10 PM

103 Bungalow Walk

ATTENDANCE

Present: Ira Charles, Camille Guigliano, Diana Sue Hein, David Calhoun-Mendelsohn (Chairperson)

Absent: Dave Lipsky, Shoshanna McCollum, Sallie Potterton-Taylor

Minutes: The minutes from the last meeting will be amended and forwarded to the Village Office.

OLD BUSINESS

Membership:

We obtained a current list of members from the village office.

Action: CG will work with Mary Ann Minerva to submit the accurate membership reflecting David as chairperson, for approval at the August meeting.

Noise Code:

Revised Noise Code has been tabled by the Village Board of Trustees until September. DL is not present, so our revised goal is to have our data collection document completed by 19 July 09.

Action:

DL: Develop Sampling Plan, design a document (including objectives) to define what we want to check, when we want to check it, etc.

DM: Send to Mayor, ask/inform police of plan, meet with Enforcement Officer.

DL & DM (& others): Generate data & document impact on the code.

Mosquitoes:

In response to the information we gathered, the Mayor is in the process of setting up a meeting with a representative from the Suffolk County Vector Control. It was felt that DL and DM should attend.

Action:

CG: Will continue to check with the Village Office to determine when a meeting has been scheduled.

Plastic Shopping Bags:

I.C. contacted The Gallery and Ooh lala to see if they will agree to sell bags and give a 10 cent rebate for each reuse of a plastic bag or use of a canvas bag. He will continue to check with other stores. We also discussed other ideas to distribute bags: include them with the ferry tickets purchased by residents for $2 fee, include them with the lease agreements for a $2 charge.

Action:

CG: will check on getting a better quality bag for distribution.

Recycling Update:

CG reported that there are recycling cans in town, but they are all separate from regular trash bins; they are not side by side. DM and CG spoke with Kevin Schelling, who said the Town of Islip sorts through all the trash to pull out recyclables.

Action:

IC: Will call the Town of Islip to inquire what happens to VOB garbage after it leaves the island.

CG: Will call Stang to touch base with him about how VOB is recycling, how we might distribute WRAP containers, improve compliance, etc.

CG: Will call Don Cafuoco to find out what happened to the recycling bags he got for use at the beach.

There were reports of complaints from the people who live on Midway that the trash cans take up too much space and there was push back regarding recycling containers.

Action:

DM: Will do a walk around town to see what is there, and check on space.

Recycling Education:

The FI News newspaper has requested an interview to write an article. Permission was given for DM to contact Tim Bolger to speak with them on our behalf.

SM reported that it would cost $150 for one line and $250 for two lines on the FI ferry schedule. DM opted to only ask some questions at the Board meeting. We will prepare an update for the August meeting and try to formally get on the agenda.

Action:

CG: will contact the office to inquire about getting on the agenda.

We are planning to have a table set up on OBA day this coming Saturday.

Action:

DH: will contact Rob to get on the agenda and to get a table to set up.

CG: will ask office how quickly we can get cans.

CG: will locate flyers and forward them to Susan Cafuoco to get them copied.

NEW BUSINESS

Community Fund:

In view of the changes with the retirement of John Schaffner, we want to assure our annual stipend from the Community Fund is still available and confirm how to utilize it.

Action:

DH will call Susan Cafuoco to obtain this information.

OLD BUSINESS

Membership:

We need to ascertain who the Village Office has listed as current members. We will then present the Mayor with an up-to-date roster.

Action: CG will check with Mary Ann Minerva to get the list of current members.

Noise Code:

Revised Noise Code is being discussed by the Village Board of Trustees. Our goal is to have our data collection completed by 12 July 09.

The Village Code:

It was decided to begin working on this in the fall.

Mosquitoes:

I.C. called Suffolk County Vector Control and found that :

If OB sent a letter requesting it, Vector Control would visit OB and ascertain if they could be of service regarding larvae control,

OB should try to determine exactly where the problem properties are located.

VOBEC should attempt to increase community awareness of the need to eliminate all standing water no matter how small.

OB should be alerted to the new (increasing) threat posed by the Asian tiger mosquito, which not only is a disease vector, but is also an aggressive day-biter.

Participation in larvicide’s application does not then commit OB to aerial adulticide spraying.

Local homeowners may apply Mosquito Dunks to standing water on their property by carefully following the application instructions.

In response to this, the Mayor has set up a meeting with a representative from the Suffolk County Vector Control. It was felt that DL and DM should attend.

Action:

CG: Will check with the Village Office to find out when meeting is scheduled.

Recycling Update:

From previous minutes, IC reported that he had done some research to see if the Town of Islip could be persuaded to accept office paper for recycling. Although it does not look promising, he agreed to continue his efforts.

Diana reported that there are no recycling bins next to the trash bins in town. I.C. spoke with Kevin Shilling, who said that people mix trash in the recycling bin, implying that it was not worth it to maintain the recycling bins. Wesley said the town was not going to maintain them.

Action:

SM: Will speak with the Village to try to determine the issues behind these decisions.

NEW BUSINESS

Recycling Education:

Recycling education of the residents and renters was discussed. Paying for placement on the FI ferry schedule, posting flyers in town and near the ferry station, including the flyer with the lease packet were all ideas that were discussed. Also suggested: to ride with Stang to hand out WRAP containers, and to set up a composting station. Although some ideas will need to be deferred, some ideas that can be implemented easily and can be proposed at the next Board of Trustee meeting.

Action:

DM: will give an update at the next Board meeting and propose some ideas that are easily implemented.

SM: will find out the cost of placing an ad on the ferry schedule.

OLD BUSINESS

Membership:

Sallie has confirmed she would like to continue in VOBEC and Carolyn has stated she would like to withdraw temporarily and perhaps rejoin next season, if that is possible.

Noise Code:

Revised Noise Code is being discussed by the Village Board of Trustees. In the next step toward code adoption and implementation, we will collect data that can be used to reinforce the new proposed code.

Action:

DL: Develop Sampling Plan, design a document (including objectives) to define what we want to check, when we want to check it, etc.

DM: Send to Mayor, ask/inform police of plan, meet with Enforcement Officer.

DL & DM (& others): Generate data and document impact on the code.

Dune Grass:

DM reported that there is a scraping scheduled for the fall, so dune grass planting cannot occur until then. It was agreed to table this for now, and revisit later.

The Village Code:

What began as a discussion on how to address a mandate of VOBEC as stated in the Village Code, ended up as a discussion on the inappropriate nature of this code, which was written almost 35 years ago. Instead of creating an inventory of all man-made and natural features, we opted to consider rewriting the code to reflect Ocean Beach as it currently exists. Will revisit later after the mosquito issue is dealt with.

NEW BUSINESS

Mosquitoes:

OBP and Seaview have contacted Vector Control and have joined a program to get limited, targeted, on ground spraying. We are going to investigate joining that program. We will also need to begin a campaign to inform OB residents of this program to manage expectations.

Action:

IC: Call Suffolk County Vector Control to gather information.

DL: Locate and review his document on Mosquito Management.

Plastic bags:

Charging for the use of plastic bags was discussed, as a way of reducing use of these products. It was determined that it would be unwieldy, and probably illegal, for us to pursue it. We will focus on the use of canvas bags.

Action:

IC: will contact businesses to see if they will agree to sell bags and give a 10 cent rebate for each reuse of a plastic bad or use of a canvas bag.
